Dr Collin Koh

Dr Collin Koh is Senior Fellow at the Institute of Defence and Strategic Studies, a constituent unit of the S. Rajaratnam School of International Studies, based in Nanyang Technological University, Singapore. He has research interests on naval affairs in the Indo-Pacific, focusing on Southeast Asia. Dr Koh has published several op-eds, policy and academic journal articles as well as chapters for edited volumes covering his research areas.

Dr Koh has also taught at Singapore Armed Forces professional military education and training courses. Besides research and teaching, he also contributes his perspectives to various local and international media outlets, and participates in activities with geopolitical risks consultancies. At present, Dr Koh is in the process of compiling a database consisting of up to 18 selected countries in the Indo-Pacific, comprising information related to their naval forces development and structures, national policy discourses, confidence-building and cooperative measures, as well as incidences of the threat and use of force at sea. This is a continuation of his doctoral dissertation which compares naval modernisation in Southeast Asia with those from the surrounding broader Indo-Pacific region.

His most recent publications include: Confidence and Security Building Measures in Southeast Asia's Maritime Domain (2023), published with the Asia-Pacific Leadership Network; Beijing’s “Swiss Army Knife" in the South China Sea, a chapter in the Routledge volume Modernising the People’s Liberation Army: Aspiring to be a Global Military Power (edited by James Char, 2024); and Maritime CSBMS in the Indo-Pacific: Whither the Code of Conduct in the South China Sea? with the Pacific Forum International (2023).
